The Instruments of the Sports Politics – the factors of development

The application of the politics of sport development is done through a set of instruments that we call “ Sport Development Factors”.
 Paz (1973), it defines the factors of development like being the set of the activities that, combined in programs, have a tendency to develop several elements of the situation and to improve so, straightly or indirectly, the sport existent level. Pires (1990), on his side it defines “ Factors of development of the sport are the set of the agents, of the ways and of the instruments who make possible the process of sports development. (…) The different factors must combine between you (…) in way to be complemented and, in this way, (…) ” to produce (…) “ an effect sinergetic ”. It is operators who articulated jointly produce alterations in the sports situation. They leave from the analysis of the sports situation, through the quantitative ones of his elements and us they alter, creating a piece of news situation. They are the basic instruments of the sports politics that by them must be defined, develop and value, in way to make possible the intervention in the world of the sport.

Organic Set of national, international and government organisms what they shape, they fit and liven up the process of sports development.

Installations Sports artificial Infrastructures constituted by specific areas or enclosures, bedcovers or in the open air, destined for the sports practice (athletics, halls, games fields, gymn's, between others).

Logistic Conditions The Logistic conditions is appointed by the necessary light and heavy, collective or individual equipments to the sports practice.

Human Resources Are the individuals who intervene, they liven up, give sense to the process of development of the sport. They are the subjects of the sports process (athlete's, coach's, leaders, between others).

Formation  Process of active transmission / acquisition of knowledges has been by me in mind to increase in value technical and human with the objective to improve the performance of the human intervenient resources in the sports process.

Activities It forms activities of several sports kinds each one of them being able to have a dynamic formal organizacional, not formal and to pass under the institutional responsibility of several sectors like own objectives directed the specific groups-targets, having in attention the many stages of the process.

Legislation  Set of laws that fit, they regularize and shape the Sports System.

Management Set of instruments for which the technological ways, they are rationally organized, developed in way to the effects be provoked previously definite, what carry out the objectives and guarantee the survival of the system.

Documentation / information Documentation is the factor that brings together the literature that boards several aspects of the sports problematics. The information is the process by which the content of meaning and sports interest is transmitted and circulates between intervenient public and private, individual and collective what shape the sports process "Mass Média".

Marketing Joint of techniques that have like objective makes the known sport adapting them, in several factors of development, to the necessities and longings of the population, trying to obtain the maximum of benefits with the least ways.

THE POLITICS OF SPORTS DEVELOPMENT

“ The sport, today, is too important in picture of the social organization to be left at the mercy of more several circunstancialismes, unless there is an idea, a will and one project what the orient. ” (Gustavo Pires)

The definition of a politics of sports development “ (…) it is essentially a logical exercise, this is: it negotiates of establishing logical and hierarchical relations in a set of objectives and of ways. (…) ”. Nevertheless, they can be differentiated face to a specter in which poles two perfectly different basic types are identified: from a side, the sports political in direction for the elites; of other, that what go to the sport for all, also calls base sports political.
The final objective of the sports politics, is it of increasing the apprentice and, number consequently, the sports level. Beginning the processes of development with any of these two types, the final objective is got, more late or more early, by the natural evolution itself, which tends towards in the sense of the balance between them. In fact, a sports political in direction for the formation of elites and for getting results, is going to give rise, naturally, to the appearance of countless apprentices whom they join and share in the sports practice of the apprentice of high level, which, through the reproduction of his gesture and of his practice, in him they re-come, and with whom they are identified.
It means then, that a vocational politics for the elites evolves into visible results at the level of the number of the basic apprentices. In another way, the great number of persons who are called practicing sport through the promotion of the base sports politics, they give rise, with the continuity, to a progressive differentiation between them, relatively in his sports installment, and provoke the appearance of better apprentices and of results of high level. But, if the objectives of the sports politics are not inserted in an optics of development, of continuity, of sustentability, quickly they are put in question, misrepresented and his left purposes. It is not possible to have therefore a vision reducing and located only in the number of sports apprentices, it me them has to look at each other for the type of practices, for the quality of his installment, for the benefits that they bring to an apprentice, to a citizen and to his quality of life.

This Politics above above-mentioned, will have what to pass over the next points:
- To promote the valid use of the free time of each individual, of the individual and social point of view, taking in special attention the different sectors of the population in the perspective of the development sociocultural, wants it the question is competitive forms at different levels, wants through other differentiated forms not competitive;
- To stimulate the realization of sports activities of performance;
- To promote the physical and sports activities of crease intencionality formative in intimate relation with the Educative System, which integrates all the children and young persons during the whole period of his growth;
- To promote the realization of physical and sports activities gone to special groups of the population, under differentiated forms, in which the recreational, competitive activities can be concomitant and of performance, completely depending on the adhesion, integration and evolution of these groups;
- To contribute to the creation of material bases (installations and equipments) of the practice under all his forms,  trying to define a local planning straightly joined the Local Plans;
- To promote the most spacious action of co-ordination, which guarantees the profitability of the actions and the most extensive and deep participation of the biggest number of institutions in the definition of the Sports Plan Local Development;
- To promote the organization of projects of activities, which could supply answers appropriate to the necessities of the groups of the population that are not integrated in any type of institutions or they have special difficulties of integration.

When there is appearing so the Sports Local Politics, like the form of giving answer to necessities of the population, it is for such, necessary to identify them and to study them, so, only to break it of a rigorous knowledge of the real necessities of the local authority we can develop an sports efficient politics, which suffers the knowledge and elimination of the obstacles what make the sports generalized practice impossible.

SPORTS MANAGEMENT WORK

The importance today of the sport and of the multiple facets that he presents to us, with her sweats enormous dynamic and interaction, is due to the transformation itself of the society. The citizens, with new and enlarged searches, do from the sport a vital necessity with renewed challenges, transformation what the principal public and private administrators of this phenomenon must assimilate to be able to answer in the efficient form.

In this order, the development of projects and sports services and concretely in the public sector, it is reaching levels of investment and complexity each day more elevated. Sufficient samples exist of equipments that bring serious deficiencies impracticable for the local authority's or removed in his functioning of the initial public interests that caused them, or that simply might have happened better and with a less cost of time and money.
